Julius Picard was born in Lauterbourg on October 20, 1893. He studied in Strasbourg and became a medical doctor. His father Hermann Picard (born September 20, 1860) was also a medical doctor. His mother was Hedwig Hausmann (born September 13, 1866). Julius had a younger brother, Isidor Picard, who was born in 1896 and became a dentist. Julius served in World War I during 1918.
